where is the quality fly fishing closest to Los Angeles, CA?

In Los Angeles, intermittent streams are the best, and the water too hot, in general, for trout. When I was a kid, I used fish for trout in Malibu Creek, but I think now has been mainly invade private land until the end. And as a kid I trout fishing (landowners) in a scout camp near the creek in Ojai SESP. I do not know about access, however. Some of these lakes are full of trout, but that's not what you are looking for. For trout streams, it is to run a few hundred miles north, at least in the Big Pine / Bishop (For the Owens River) or into streams that flow into Lake Crowley, and a similar distance north on the west side of Sierra Nevada (I am not familiar with the waters up there.) There is a little trout fishing streams in the San Bernardino Mountains near Big Bear (about 100 miles north of Los Angeles).
