has anyone been having problems with mercury 30hp 4stroke when weighted?

I have a 2008 mercury 30hp 4-stroke efi that I purchased with a 15ft center console aluminum fishing boat. With 2 guys (approximately 190lbs each), and a couple of rods and gear, the boat flies (for a 30hp). I can reach 24-26mph and 5500rpm (trimmed). when I get 1 more person in the boat, the motor will not go above 3900 rpm and the speed won’t even register on the speedo (below 10mph). I’ve tried gunning the throttle, slowly advancing the throttle, starting with a different tilts, I have plenty of fuel and I get the motor serviced twice a year. It’s not that the engine is cold. It happens all the time. Does anyone have similar problems with this motor?

Yes, and the problem is overloading the boat with the one extra person.
Either buy and try a work prop for your motor. A “work prop will push greater weight faster than a speed prop with the same weight.
Or buy max motor for your boat and try again, but like if 30 hp is max for your boat, you have to decide who to bring and leave on your outings.

If the person is important to have along, buy a bigger boat with much more room and horsepower.

Check manufacture/coast guard placard on your boat. It may be you are over loading boat pound wise. Or even number of persons and pound wise. If this is so you invite disaster even with something as simple and seemingly insignificant as a stream with more current and waves or lake with more wind and waves. Which with survivors and knowledgeable peoples after wards saying such words as over loaded, not enough buoyancy, free board, operator error.
